What the difference between speaking language and speaking a language fluently?

There are three different levels of speaking and understanding a language.

There is being able to communicate and understand on a basic level.

There's technical fluently; speaking the language, knowing all of the grammar rules, being able to spell language, and read the language.

Full language fluently; speaking the language, spelling the language, reading the language, knowing all of the grammar rules, and knowing all of the slang words and phrases.

1) Would you like a beer, care to dance, the scenery is lovely would be speaking a language OK.

2) Giving a 30 minute oration on the causes of the French Revolution, arguing about the divinity of Christ or conducting a business meeting would be speaking a language fluently.

Depends who you ask. An aspiring student will probably say fluency = high skill in the language.

A language teacher, however, is taught that fluency is the ability to get your message across. By this measure, you can be fluent just by knowing the names for things and using them correctly in context. For example, upon landing in a foreign country, you step outside and ask in the language. HOTEL. TAXI. Two simple words used in the correct situational context get your message across. Teachers (in Calif anyways) are taught to evaluate student's by this measure.

The difference between them is the fluency. If you are fluent, then you are able to talk just like in a normal conversation. If you are not fluent, then you have trouble getting the right word and take time to say your sentence.
