What would a good King/Queen do?
Say you are a King or Queen and your army conquers a city, then you make slavery illegal. A few days later a rich man visits you and this happens.....
Rich Man: I saw one of my old slaves digging a ditch when I came here. He has never been one to do that type of work, perhaps he is being forced against his will ? Surely not, since you have made slavery illegal.
King: He is being paid in food and shelter.
Rich Man: Perhaps I can give you silks and gold for him?
King: He is digging a ditch to bring water to the city, we need water more than we need silk and gold.
Rich Man: But when he saw me he got on his knees and begged me to buy him back into slavery.
What would you do here and what is your gender?

The issue here isn't the rich man's offer. He can be ignored, and of course he can't be allowed to buy the man back, since slavery is now illegal.
The issue is that if the King made slavery illegal, paying the ditchdigger only in food and shelter is wrong. He should be getting wages, and of course he should have a say in whether he digs ditches or finds some other job he likes better (and maybe pays better). Otherwise, the man is still a slave. Even slaves get food and shelter.
So, a good king or queen would offer paid employment at needed work to all former slaves, enough for them to buy their own food and shelter.

this king is more concerned for his people "we need water" than for personal gain of "silk and gold" so he is a good king
