Is this a decent graphics card?

I'm looking to update my computer a bit for gaming was browsing craigslist and came across

That ad. I was basically wondering if the graphics card is any good?

Update:

To save you time the card is "MSI R5-450 ATI Radeon PCI-E 512MB High Definition Graphics Card With VGA, HDMI, DVI Inputs"

Also came across another ad and am wondering about this as well: " 990FXA-UD3 motherboar by gigabyte. and

a GTX 550Ti graphics card.

    It's not clear which exact Radeon card model he's advertising, but given that it's a 512MB model, the GeForce GTX 550 Ti is better. All Radeon models better than a GTX 550 Ti are only manufactured in 1GB and higher versions.

    The GTX550 TI Is not a top of the line graphics card, that being said, it will probably play most modern games at low- maybe medium quality.

    I can't find too much on the ATI Radeon, but it should also play games with low-medium quality.

    Out of all,the GTX 550 ti is the best because the ATI was an old brand bought by AMD.
