I want to create an eCommerce website but I have not any technical or C++ language knowledge, but I know there are some softwares available with the help of which you can create a website by ur own like SERIF but that is not free. I need a completely free software for that.

Any free web editor and graphics editor can be used if you want to do everything from scratch. Only, you'll need to know how to code PHP, HTML, CSS and JavaScript at a minimum.

To be very honest with you, there might be many templates of eCommerce websites available on the web, which you can choose from based on the look, attractiveness and any other factor that you want to highlight.
But I would like to give you a suggestion here. I think you should actually get a good eCommerce module custom made for yourself to showcase your products. I'll tell you the advantages you will get:
1. You can decide your own look-and-feel and appeal of your website
2. You can choose the payment gateway method as per your convenience
3. You can categorize your products better and more efficiently
4. You can make it stand out of the other eCommerce sites and templates
Please do not look at this as an expense, consider it as an investment. You might feel that the returns will take a while to come, but the returns will surely be more better because of the personal experience your consumers will get. It is very easy to use templates, but it is more profitable to cater to consumer needs rather than seller's ease.
You should contact a good developer who has some experience in developing eCommerce sites. Plan out your objectives and then work upon a design that you think can keep your consumer engrossed the whole time while he is surfing your website.

If you are serious about creating an eCommerce website, you better don't go with cheap, event free services available online. For instant, if you familiar with programming and want to build your own site, you still need to pay for hosting it, and you'll need another money for promote your site, and marketing campaign. There are free website hosting services out there, but these kind of services will make your site look awful and unprofessional. Believe me, customer relationship is the key factor, and the chance you get more customer with an awful looking site is small.
If you're new to website building, you won't want to jump into that before you tackle the basics. That is, HTML (basic framework of a webpage), CSS (formatting and styling) and a little bit of Javascript (functionality). The next step would be to learn about SQL and databases.
If you simply didn't familiar with programming, you can hire a dev instead, pay them to create an eCommerce site for you, and sit back thinking about your business plan.
Or you can sign up into eCommerce platform which designed to help people who want to build their online based business. eCommerce platform basically is a web based applications which you can use to create, host, and manage your own site even you don't have any experiences in web programming, sure you should pay for it, but these option is cheaper instead of hiring a part time programmer to maintain your site.
