That colt was buckjumping
and pitching...
...and tried to scrape me off against
the fence, but I stayed with him.

Exactly what it sounds like. You're sitting on the horse, or trying to; and the horse rubs along the fence to try to scrape you off his back.

No longer an expression regularly used in Britain. "Blowing a fuse" approach getting very irritated, so in all likelihood 'come off' in that context manner 'get things unsuitable'. The entire phrase very likely asks what areas of labor and many others make him upset.
