Rummynose trying to breed with neon tetra?

I have this one chubby little female neon tetra who has two or three rummynoses underneath her always following her around. I noticed that her bottom fin was torn up. Are they attempting to breed? How do I prevent this? I would be fine with it if her bottom fin wasn't in such bad condition.It's a thirty gallon densely planted tank with driftwood and an adequate stock. All of the fish are healthy but this seems to be a recurring problem.

    They are fighting. The colors of the neons make other fish think their fins are food. make sure your feeding them enough or it could end up bad for your neon.

    Since these are egg layers I doubt they are trying to breed. Check what your temp is in the tank and it might be too high. Some fish breed or try to if its in the upper 80's put it at 75 that might help. Tetras can be fin nippers and that is probably what is going on.
