Because "elementary" is more academic-sounding than "low". Additionally, "low" indicates inferiority, which isn't the case at all--simply because a grade is higher than another shouldn't mean that it's superior.

Class names (freshmen, sophomores, juniors, seniors) are simply that: class names. They aren't, and never will be, school levels, so you can't apply them to school levels. It doesn't work that way.

The reason why it doesn't work that way is because, like I stated previously, class names are CLASS names and school levels are SCHOOL levels. Classes and schools are two completely different things. So if we went with your way, what would we call the ninth graders? Certainly not freshmen.
