what is the procedure to get a Duplicate Driving License? ?

It seems you have lost or destroyed your original license. So if you have photocopy of original license or if you remember its serial number then there is no problem for duplicate license. Otherwise you have to take help of vendors who will search the office records and make available the serial number. After this you have to sworn an affidavit regarding issue of duplicate license+2 photographs (identical to original one) and fee for duplicate license. After 1 week you can get duplicate license.

no you don't. when i made my duplicate license i submitted the document like id proof, address proof and photo and photo copy of the older license if you and filled up a form. I went to a driving school for this they took me to the rto a few time and I got my license in few months through post

There are afferent rules in each state, In rajasthan you have to file a FIR after that just fill a application form along with copy of FIR, that's it

You have to take the test again, and get all of the documentation of proof of who you are.
