EVGA GeForce 8400 GS - VS - Radeon HD 5450?
I am trying to decide which graphics card is better? A graphics card that will run Arma 2 on atleast medium graphics settings!

Those are both VERY low-end cards intended for everyday work and watching movies, not gaming. Neither is good enough to play demanding games like Arma II (which needs at least a midrange card around the $100 price point to play on high settings at 1680x1050 resolution- something like a GeForce GTX 550 Ti or Radeon HD 7750)

To play Arma II on medium, a Radeon HD 6570 or GeForce GT 630 will do:

Note that of the two cards listed above, the Radeon HD 6570 is both cheaper and faster (the GT 630 is just a renamed GT 440)
Between the HD 5450 and 8400GS, the 5450 is better (although still too weak for most games). Here are entry-level to low-midrange cards, including the 5450:

The Radeon HD 5450 is the slowest card on that chart, about 1/4 the speed of models which could play Arma II on medium settings. But it's still much better than a GeForce 8400GS.

So I suggest going with a 6570 or better.

the cards are pretty much the same except the 5450 has about twice the memory bandwidth. I'm not so familiar with Arma2, but I watched a video on youtube for the DayZ mod earlier today and the graphics didn't seem all that intensive. These are lower end cards but should work at lower settings

I think the minimum is 256 MB of VRAM. By luck, I have the box for the 8400 GS sitting next to me, and I can for sure tell you, that the vram on the 8400 is 256 MB.
I'm not sure when the 8400 GS came out, but for the Radeon. The bandwidth is literally slower than some (or most, not sure) cards from 2001.

you'll maximum probably be operating it on max settings with shadows up on extreme (not positive about the precise settings. The Radeon 5000 playing cards got here out this previous 12 months, so as that they'd have a huge benefit over GeForce 7000's playing cards which at the prompt are countless years previous.

both these cards are entry level graphic cards and are not designed for gaming... they are designed more for general desktop tasks such as office apps and web browsing .. however if i had to choose one to run games at low detail it would be the radeon HD5450
your best bet for running arma 2 at medium detail but not costing the earth would be the radeon HD6670 .. these retail for around £50 and are actually pretty good for the price .... however try to find a gddr5 version of the card as this has a superior memory clock and results in a higher memory bandwdith (64gb/sec ) and thus better performance
the best deal at the moment on the HD6670 is the "MSI Radeon HD 6670 2048MB GDDR3 PCI-Express Graphics Card "( http://www.aria.co.uk/Products/Components/Graphics... ) which at £50 is a great deal
you should also check out the HD6570 if you can find one... these retail for just over £40 and are just below the HD6670 in terms of performance....
in summary the HD5450 is the better of the two cards you listed ... mainly due to its better core and memory clock speeds and direct x 11 support ( geforce 8400gs support direct x 10 ) .... however as i mentioned they wont run arma 2 at medium ... for that you should get either the HD6670 or at least the HD6570

neither of those will run it at medium settings.those are the lowest of the low for graphics cards.
of the two the 5450 is the better one,although they are both terrible graphics cards for any gaming.
