This is a very complex problem with various causes and many underlying issues surrounding it.

The main issue is the widespread corruption within the Indian government and the entire Indian system. Money does not properly flow into infrastructure such as roads and schools, let alone public toilets. Years of colonialism and India being stripped of its wealth for the benefit of the British Empire are the main source of blame for this corruption, yet the Indian people continue to uphold it.

However, the Indian people are not simply standing by as this happens. Over the last few years especially, there has been a great deal of improvement within the country. Granted, there is still a lot of poverty and other issues, but they are improving with the growth of the middle class. Also, more and more light is being shed on the corruption and it is beginning to be denounced.

Also, India may not be well-off in 2013, but before the British came to power, the entire Indian subcontinent was doing quite well economically and socially compared to the rest of the world. Again, while the Indian people have upheld the corruption and the social division that the Raj created, it was the Raj who created them.
