The registrars office in the central place where student information is kept. They have access to pretty much everything but if you see a counselor or something they would not have access to their notes which are confidential. This would include academic, resource or psychological counselor. They would have grades, your class schedule, your application timeline, your GE's/degree requirements and university requirements completed and yet to complete. They may or may not be able to access your financial records.
