What would make a camera turn on and off repeatedly ?
When I push the power button it it stays on for a second, and than turns itself off. Than it's on, than off, etc. I am having to take the batteries out in order for it to stay off.
It's a Vivitar T028.

Did you check to see if the batteries are good. Even if you just purchased them they could be old and not have enough power.

I am confused. You state when attempting to turn the camera on, it turns back off.
Then you state you have to remove the batteries to keep the camera off?
If the problem is the camera stays off - bad batteries.
If the problem is the camera stays on - bad camera.
