Solution for United States gun problem(s)?

Someone proposed this what do you think:

We need to have multiple screening processes for being able to buy a gun. Often times people who are mentally unstable have short attention spans, so this would decrease the amount of people who would even think about buying any type of gun. This still allows all types of fire arms to be bought, and it also increases training for using them properly.

Okay so this is what they proposed. What do you think?

    If 19 guys with case cutters could take out the World Trade Center and kill 3000 people then more gun laws seem to be irrelevant. The insane have an edge with or without any one particular method of destruction.

    How about taxing people $500 per year that don't carry a firearm - for providing them security. Even the crazy people would think twice when staring down multiple Armed targets and I could use the extra money for protecting your sorry azz

    If you read the Second Amendment, which was declared constitutional by the Supreme Court, says the right of the people to keep and bear arms, shall not be infringed. Now the question becomes do you understand what infringe means.

    Step one. Explain how I have a compelling interest in forcing YOU to do that - not "people generally," not the mentally-ill nor felons, but YOU PERSONALLY. How does YOU being forced into that save society?

    Can't do it? Then the idea has no merit whatsoever.

    Why should a person who served in the military have to be trained on using a firearm?
