This is actually a very good question - that should be asked in the History section.
That said, there are stories out there - some verified, most not - that damn near every commie country at the time sent either advisers or observers to work with the North Vietnamese. There are stories that Cuba had some involvement, but I doubt them - never seen any real proof - and the Cubans were very involved in Africa and South America at the time.

No. They were communist, but they had no direct affiliation or military alliance with Vietnam during the War.
