If you mean the GOAT mexican fighter then Julio Caesar Chavez is still ranked ahead of Marquez even though Juan Manual Marquez is indeed in the top 5 GOAT mexican boxers.

That's a hard one, but I believe Chavez did more in his career than Marquez has done, and will do in his.
If I had to decide on this one, I would have to go with Chavez.

I assume you're talking Mexican fighters, and if so, then Chavez has to be it based on his accolades/achievements. As far as pure boxing ability, neither one of these are the best Mexican fighter. The BEST Mexican fighter based purely on ring skills is Ricardo Lopez, in my opinion.
