what if theories on evolution are true?
if theories on evolution are true, then shouldnt dragons be ruling the Earth? is it because sometime in prerecorded history of the BC era humans got smart enough to beat them by developing spears and aiming at their weaks spots? will dragons rise again? from what types of creatures may dragons evolve? as apes, what kind of measures can we take to ensure we dont fall from the top of the food chain if we were ever at the top?

Dragons never existed. Even if they did, evolution does not mean that the strongest lifeform will dominate the Earth, but the one best suited to the demands of the environment--after all, humans are far from the strongest lifeform even among modern species, but our adaptability is second to none, thanks to our technology.
If dragons were ever going to exist, they would probably evolve from modern reptiles or maybe birds (birds are really just a subset of reptiles; they are the dinosaurs that didn't die and instead managed to adapt to the environmental upheaval that killed most of the rest of the dinosaurs). However, it would take dozens of millions of years, and without something knocking humans out of the way it probably wouldn't happen at all.
The only thing that could topple the human empire at this point is a radical shift in the environment that we cannot adapt to, which, considering that we inhabit every climate on the planet, have no predators and consider every living thing our prey, and have technology good enough to send people to the surface of the moon and bring them back, it would have to be a hell of a radical shift to kill us off. This could be something we cause, like a nuclear holocaust (not global warming, it happens way too slowly to be more than a minor inconvenience for us in the long run). Or it could be something cataclysmic from space, like an asteroid collision blocking out the sun with debris. Even then, I believe humans stand a good chance of surviving in some form or another. I think we will be around for many millions of years to come. Dragons, not so much.

Evolution has been considered fact for some time now, although not all the mechanisms have been fully worked out.
There is no evidence for dragons beyond stories, which have changed greatly over time. They were once basically big snakes - the Chinese dragon still is, and old words for dragon also translate as "worm." The flying dinosaur looking thing is actually a pretty recent development.

1. Please learn what a 'theory' is in a scientific context. It doesn't mean "Stuff I Just Made Up". In modern science, the term "theory" refers to a well-confirmed type of explanation of nature, made in a way consistent with scientific method, and fulfilling the criteria required by modern science.
2. Dragons did not ever exist. There were no flying, fire-breathing reptiles wandering the Earth, at any point. As a result, they will not rise up, and knock humans off the top of the food chain.

Actually, dragon types are weak against ice types, so the last ice age probably would've wiped them all out.

Thirdly, dragons are fictional.
