Bureau of Labor Statistics Data?

Does anyone know when they survey companies about non-farm payroll, do they exclude offshore or foreign workers?

I can't find an answer.

For instance, if Yokogawa Corp brings in a couple thousand Japanese to work at divisions in the USA, do they count towards the total civilian job count?

They are full time employees, they are just on foreign worker permits. But it does not even matter about my example - that was off the top of my head from a few years ago. I just wonder why the BLS does not cite a citizen workforce but rather civilians.

    They count permanent full time employees, so not likely

    ADD: Then they wouldnt be considered premanent employees. Only citizens would be considered permanent employees. They site civilian workforce because the primary purpose of their wage surveys is to determine what to pay federal workers.(based on what similar employees in private industry earn)
