Can you use VPNs to bypass security networks?

Let's say that I go to a place such as... a library with a security network setup that blocks facebook. So I go in there with an ipad and try to get on facebook but I can't because they have this network setup. If I were to have a vpn connected to my home computer, would I be able to log into my home vpn and bypass the security so I could access facebook? Thanks!

Update:

Thanks WK. Do you know if there would be any way of them seeing that someone was connected to a different network other than theirs? The situation I gave above isn't real, I was just giving an example.

    Yes, this should work. But I'd advise against it if it violates the terms of use: they make the rules and you must follow them.
