What does the term "endgame" refer to when used in the context of politics?

I've asked this on google and I did get some references to the game of Chess but I'd really like more info. Thanks in advance.

    I'm assuming it just means the final stages of, say, passing legislation.

    Did you hear about the fall of the Roman Empire?

    It means something is coming to an end, and at this point people are just maneuvering to brace for the impact.
