Can you put money in PayPal with a prepaid debit card?
If I bought a prepaid debit card from the store, can I put it on a PayPal account if I don't have a banking account?

PayPal doesnt really work that way.
PayPal is a payment processor, like the machine at the gas station that takes money off your card and gives it to the gas station PayPal pulls money off your card and gives it to your merchant. Technically the answer to your question is no, PayPal cannot take money off your card and put it on your PayPal account.
As for the prepaid side of your question I would not recommend it. Technically PayPal cannot tell the difference between a credit, debit or prepaid card. As long as your card has a visa/master card or other cc logo you physically can use the card.
Personally I would recommend you look into one of the green dot options to add funds to your account but that may require you to verify your SSN/DOB/address which some customers are not comfortable with. If you have to use a prepaid card make sure it is one with access to an online statement so that if verification is required you can do it.
