Will Verizon let me flash a phone to me when I have an outstanding balance still? Please help!?

I killed my phone last night, the screen won't turn on, so I need a new one. I am due for an upgrade but I have an unpaid bill so I can't get it until I pay my bill off completely. I was wondering if I buy a cell phone from,say, Amazon. Will the Verizon people let that be flashed over to me? And if so will it cost anything?
