-He sends texts saying "I love you, xoxoxoxoxo" and she sends him texts saying "I love you with all my heart" and then he deletes the messages right after, but never deletes anyone else's messages. However, she does say I love you to almost everyone she knows, and she says xoxoxo a lot.

I think you're just being jealous if I'm honest, you don't know what's made them have that bond, it might be something deeply troubling or just something private from years back that's made them come so close, sure that is strange in terms of Sibling relationships, me and my brother know we love each other but we still fight like anything.
So to be honest, you just need to chill, stop overreacting, if he starts committing actual incest with her, then that is a crime and you should be worried, but until that time comes learn to chill out, you'll live longer

They must be really close, however brothers and sisters naturally don't act like that. He deletes her messages because he doesn't want anyone to see his close relationship with his sister. Tell him it bothers you.

There is nothing wrong with a boy showing affection to his sister. He may be doing it innocently and means no harm. Just talk to him about it. Tell him it bothers you and see how he would react.
