Who was the manufacturer of the M1969 .22LR Romanian training rifles?

I have one of those Romanian .22LR training rifles with the following markings:

UM02

1974

V-61

V6182

CAL ST. ALB. VT.

M1969 .22 CAL ROMANIA

Pretty sure it was imported by Century Arms, St. Alban, VT, but who made it?
