Is a USB device bootable?

I have an error on my computer where I can't boot a device. So I can't start up my computer. If I put an OS on a USB , will I be able to boot it ?

Yes, if your computer BIOS supports booting from the USB. Most modern computers do. You can also resort to a Live CD if you have a cd/dvd drive. You can use Linux OS such as Ubuntu or you can even try Hiren's Boot CD tools which I find amazing to work with. you can also put these CD images of Ubuntu and Hiren's Boot CD onto your usb flash drive assuming you have enough space.

It depends on your BIOS, if it lets you boot from the flash card then yes. On mine i'm pretty sure it does not
