A question just for people who self identify as Conservatives?

What is the basis for the conservative movement? There was a paper written for the U S Chamber of Commerce in 1971. Who was the author and what was the name of the paper? If you haven't read this paper then you can't really be a conservative because you don't know the basis of what you say you believe in.The first person with the right answer gets the points

    My conservative values are based on what i believe in my heart to be true,

    not what any propoganda machine turns out.

    This is the difference between a conservative and a liberal.
