Can I get the Ring of Hircine without the DLC? (PS3)?
Also, can I make my character (werewolf) stronger by feeding on people or is that only on the DLC?

The ring of hircine comes with original skyrim. Feeding on people while in werewolf form needs Dawnguard. It's what gives you "experience" points towards gaining a new werewolf perk point.
If you want to play as a werewolf you should definitely get the ring of hircine, though you have to complete the quest "Ill met by moonlight" for the ring to be of worth. Just make sure you don't kill Sinding (the other werewolf) because if you do, you'll get Savior's Hide as a reward instead.
