Cities that you think should have a MLB team may not be the same ones that could SUPPORT a team.
Indianapolis, Louisville and many others are AAA supporting cities. JAX is not a baseball city.
Vancouver is too close to Seattle.
MLB will not expand during current economic climate. And not until after Tampa Bay and Oakland get their fan bases and stadium issues resolved.

Firstly, there's no way Jacksonville would support an MLB team; they can't support their NFL team, and you only need eight home games' worth of fans for that.
Secondly, none of these cities "should" have an MLB team, it's a privilege, not something a city "should" have.
MLB probably won't expand for another twenty years, and it will add two cities, max. Thirty-two seems to be a "magic number" that easily divides into many other numbers, making divisions easy (2, 4, 8, 16). Thirty-three and up is much more difficult.

I don't see any expansion, however, I could see Tampa moving in the near future.
