My step sister has recently moved to our place. We like each other but not as a brother and sister and we want to be eachothers bf/gf but isn't it called incest? btw I'm 17 and she is 16

This is very common. Someone might call it incest sociologically, but so what? All that matters is how YOU feel about each other and how you treat each other. It isn't incest biologically. There may be an issue with age of consent laws and laws about step relations, which vary from state to state.
If you want to be together, it should be entirely up to the two of you, in my opinion. Your parents found each other attractive, and as the saying goes, the apple doesn't fall far from the tree. Why should it surprise anyone that you are attracted to each other?

Okay do you have the same father or mother? Because if you do, then yes that is incest and against the law. However, if you are like not related at all, like you guys were adopted or something then I guess it's fine. But I would just try to remain friends because a lot of wrong attention could be drawn towards your family especially if you guys are related. I would talk to your parents about it though!

Yes. I think it is totally fine. Since you are not bio siblings, its not incest.
