why is the carbon cabon double bond flat yet the lead lead double bond is not flat?

lone pair donation into empty p orbital? If so why doesn't this happen for carbon?

    It's doubly bridged, at least according to the first page of this article:

    IIRC, the reason bridging occurs with heavier elements is because as the atomic radius increases, the bond between the atoms is progressively affected by electron-electron repulsion of the non-bonding shells around each nucleus. This principle works with single bonds, too.
