Having trouble with my computer can someone help me?

I have IE9 my pages don't load right I don't know what is causing it,also I will try clicking things and nothing seems to happen but then it registers, it seems to be some kind of disconnect between the pointer and the window if that makes sense, I just don't know if its lag with internet connection, the IE or the computer itself it is driving me nuts. Please help.

    try using google crome, if the problem is still

    there then it your internet connection.

    if not uninstall ie9
