grandfather clock one weight dropping?

HI,

Our grandfather clock has only one weight dropping (right) and time staying the same so wont chime. Any ideas gratefully appreciated. Been oiled recently but not cleaned.

    Is there like a big weight swinging side to side - if it's not swinging give it a push - get it going
