when a prisoner is going to have a parole hearing?

is the victim and the family of the victim allowed to speak to the parole board to try to prevent the release?

    No they aren't present at the hearing. They are however permitted to write letters that will be read by the board and used in determining the inmate's eligibility.

    they do have the right to protest the release.
