Why do I need to press the quotation mark button twice on my laptop to make it appear?
I am using an Alienware laptop, m14x. I got it from UK but I requested the keyboard to be changed to US-layout keyboard. I already change the region/language of the keyboard in Control Panel. Thing that got me annoyed is, whenever I want to use the quotation mark, ", I had to press shift + (corresponding button twice). Double quotation marks will appear and I had to delete the extra, unwanted mark.

Change the keyboard settings to US, not United States- International. I had the same problem and this has fixed it.
