Who has more trouble finding a job? An over-educated, or an undereducated person?

    Undereducated, "over-educated" individuals have a hard time finding GOOD jobs, if they wanted any job, they would probably have more options then the undereducated, don't you think?

    Overeducated. Unless you scale back your resume.

    But percentage-wise .. the undereducated always have the highest unemployment in down times.

    Under-educated has less choice, so I guess it's under-educated.
