He would only face charges (fraud) if he had solicited funds or gifts for his fake girlfriend's hospital bills or funeral arrangements while knowing that she did not exist. There have been several highly publicized cases of people faking their own illnesses or "inventing" ill/dying relatives for the sake of personal monetary gain, and there are criminal and civil cases following these hoaxes.
The only other possible penalty would be if the school had offered him scholastic concessions for the sake of his grief - some universities offer grade forgiveness for students suffering a personal crisis.
I have not heard anything about him soliciting funds or gifts on her behalf, and the school would be unlikely to offer concessions for his grieving a non-relative -any scholastic concessions are scrutinized by the NCAA. Therefore it is highly unlikely he will face criminal, scholastic, or civil penalties.

I had no idea what a "Manti T'eo" was, so I looked it up. Got all the great makings of cop-drama! How much money can actually be PROVEN was 'lost' in the 'point spread' affected by his 'grief'?

None that I can think of he libeled no one, and took money from no one.
There is no intent to defraud anyone of anything.
