Hibernating Fish or Dying Fish?

I have a very plain tetra that for the past two weeks has buried its head in the bottom of the tank and does nothing except wiggle. What is it doing? Is it dying? Or something else?

    Hes isn't hibernating, he might have dropsy, is his belly puffed up, like there's a bubble in it. That could cause him to do this also it could be SBD (Swim Bladder Disorder) when they have this they either float and can't get to the bottom or sink and cant get to the top. Try looking up both of these and see if you think its either, If he is sick with pretty much anything the one thing you should do is clean the tank, also, goldfish should be kept in at leas a 20 gallon tank with a filter

    some fish create nesting sites to atrract the opposite sex.some are as simple as a small pile of stones or sand.they will do do this even if no others are around just in anticipation. especially cichlids.but many others do it also..and they try to protect the site from takeover
