I think it is a matter of your extra curricular activities and college essays because I have a friend of mine who was accepted into Penn and she has a super score of 1410, which she took twice along with a 91% cumulative average out of 100% and a really good inspiring college essay. She plays sports and have excelled in leadership activities. So, I guess that with such SAT score and GPA you should take a shot. Take advantage of your time and do some extra curricular activities.
Hope this helped ;)

440 is a horrible reading score. You'll get accepted into a average university at the most.

Of course, many colleges would accept you with that score. Naturally you will get rejected by some however there are other aspects to consider like Extracurricular activities and community involvement but in perspective of academics it appears you are doing fine.

With a below average SAT score, not a chance.
