Is it true that you can not spay a female for 2 months before and 2 months after heat cycle?

That is patently untrue and poor advice since in most cases, it can be hard to know precisely when a dog is coming into heat, especially a first heat.

With the exception of certain giant breeds dogs should be spayed before their first heat.

Many old time breeders and vets have long believed that you should let the puppy go through one heat before spaying. However, that has been shown to be not neessary - dogs who are spayed much younger do just fine, and in fact, the only thing you gain by waiting is a few more unexpected puppies because male dogs are extremely adept at getting to female dogs in heat no matter how careful you are.

In some cases in extremely large breeds, who don't reach maturity until they are much older than your average dog, spaying too early changes the hormones too soon and these dogs will sometimes develop an issue related to the length of bones in their legs (which forget to stop growing). These dogs end up with longer than usual legs and that can be problematic. This affects a very small number of large breed dogs and is the only real consideration for delaying spaying.

The ASPCA advocates early spaying, any time after 3 months of age. The only long term consequence of early spaying - PRIOR to age 3 months - is a higher than normal incidence of urinary incontinence in senior dogs. But pediatric spaying, that is, spaying and neutering dogs after age 3 months and before the first heat, has been researched extensively in the US and other countries and found not only to be safe but preferable. See the article and ASPCA position paper in the link below.

No. That would be false. You can spay a ***** at any time in her life, even while in heat. Its a more complicated procedure, and will cost more.
