Does he like me or want to be friends?

My parents took away my texting privileges, but this guy Davey keeps asking me when I get my texting back. He also started to snapchat me more after I snapchatted him as a joke. I started to like him until he started opening and ignoring my snapchats to him. Then at school he started to say Hi to me in the hallway, which he never usually does. I just let it go and decided I wans't going to waste my time with him if he's sending me mixed signals, but he started snappchatting me again, them messaging me on my school iPad. I replied, but he didn't reply back after that. I'm confused and don't know whether I should like him or not? Help.
