As a moderator I don't think you can change an owner's delivery setting, otherwise I'd suggest setting her membership to "No Email".

If the husband has access to her email address then he has access to the ownership controls of the group, or can get access. If he's willing to go to that effort he can save your group considerable trouble if he would sign in to her account, go to the group's Members list, Moderators tab, and promote you or another moderator to Owner. At that point he or you can change her delivery setting to "No Email", and you can demote her from Owner and remove her membership.

The process described in the first help link below only describes promoting a member to moderator, but I think the same initial contact would be made to extend a moderator's privileges as needed to run the group absent any owner. Be sure to mention her husband's request, as maybe they will change the delivery setting as you cannot.
