Drawing in photoshop: tablets?
I do not have a steady hand, and I cannot draw. I would love to start doing art in Photoshop because it can do all the textures, shading, and other stuff that I can't. I understand that the software doesn't do the work for you. Is it possible to use a mouse, and how much do the tablets cost (also where could I buy them)? Are the cool speed sketches and realistic pictures done by people who can already draw or can anyone do it with the right know how, tutorials, and ideas? Are they all using these tablet pen thingies?

It's possible to use a mouse to draw and paint in photoshop, yes, but you'll be greatly restricted by the lack of pressure sensitivity. This is a feature of the tablet that mimics traditional drawing by varying your strokes by how hard you press. That's what lets a digital painter achieve expressive lines and delicate shading like a traditional painter. The overwhelming majority of speedpaints and other realistic digital paintings or drawings are made with a tablet.
Tablets run from around $100 to upwards of $1000 dollars depending on the quality and kind. A high quality Wacom like the one I have, the Intuous 4, costs around $350. There are lower end ones that would serve a beginner well enough and cost less, but a person serious about learning to paint digitally might as well invest in the higher quality model now and skip having to pay for upgrade later. They're available online through the maker's websites, or in some brick and mortar stores. I got mine from Best Buy.
Now to your most important question: digital speedpaints and realistic paintings are done, without exception, by people who can draw already. Photoshop, or any other kind of digital painting software, is a tool, or medium, in the same way oil paint or watercolor or pencils are a medium. It's a great medium, probably the most versatile out there, but no one becomes a better artist simply by plugging in a tablet. Please don't spend $350 on tablet with this mindset, you will be very disappointed and frustrated. Invest time in your basic drawing skills with simply a pencil and paper before investing money in expensive tools. The digital art community is a very knowledgeable and helpful group, so there are a lot of resources out there online that can help you improve your basic skills and work your way up to the point where you are ready to start spending the money on digital tools and learning to use them. They all started with pencil and paper as well, so much of what they are teaching about digital art can be applied to traditional.
