Motivation.
God wants to lift others up
A Dictator wants absolute power and to make sure that none get close to him.
The idea of Jesus Christ and the Atonement testifies that God wants us to become like him. Actually the whole idea of God make little to no sense unless you factor in the idea taught by Mormons that God is our spiritual father similar to how our mother and father are our parents helped start our lives here, God helped start our lives before this world was created and he like our Earthly parents want for nothing more than to enable us to proverbially grow up and become like him.
