For all of the other DLC for every Call of Duty game it has been released between 8-10AM EST, which would equate to between 5-7AM PST.(I think)
I have no reason to believe they will change what has been done for several years and see no reason why they would.

Currently speaking I do not have a solid time of when anything will be available. I can however provide you with the general time that Microsoft updates theironline store. That time is 2:00AM PST. The PST time zone is GMT -8. If you know your time zones, then it's a matter of subtraction or addition.
