Can someone with bipolar disorder join the U.S. Army?

My boyfriend wants to join the U.S. Army, but he's been previously diagnosed with bipolar disorder. He's been taken off of his medication, though. He's also been institutionalized in the past. I find it highly unlikely that it's possible for him to join, seeing as I've been told I'm ineligible for military due to similar issues, mine being depression rather than bipolar. I was told I'd never be able to serve in the military or carry a gun.

Can anyone clear this up for me?

You cannot join with a history of bipolar, even if it's not seeming to be an issue anymore. Bipolar is not a curable disorder. Also, the institutionalization is also a permanent DQ. He is not eligible for military service.
