    If you do not want to use WordPress, there are a few easy to use web page makers. You may have to Google them.

    Web page Maker, real easy to use, but kinda out dated. I think it costs 50 bucks. I would get the lower priced Artisteer instead, but Web Page Maker is easier to use.

    Artisteer, very popular, fairly easy to use, and also makes wordpress themes, there are two versions, $50 and $130. More features in the second version.

    .X-site-pro, has a good rep in general, but it costs $200. I have not used it because the sales page is one of those in your face web marketing pages and it just looks spammy to me and it dos not inspire trust. It does have a faithful following though.

    I have not used dreamweaver, so I cannot comment on it. I know as many people who love it as those who hate it.

    If you do not need the "drag and drop" or "What-You-se-is-what-you-get" editor I highly suggest you just get HTMLkit or Notepad++, and start working at the code level.

    Word-press is the quickest way to go online for most people who have never built a website.There are a LOT of add ons for WordPress that can do just about anything you want, from e-commerce to membership sites.

    There isn't one really. Software like Dreamweaver are useless unless you knew how to write code, they are used to help you out writing your code and spped up your work, or auto correct your programming, or point you out if you made a programming typo.

    I wouldn't bother buying it to simply use its design view and build in that. The most you can do is add images, build tables etc just simple things like that.. same as any other software out there. You can put together your own form validation with dreamweaver's Spry without knowing how to code, but that's about it.

    Dreamweaver is probably the best out there and speeds up code writing by auto filling code but like I mentioned above it's not worth buying if you know nothing about writing code.

    Notepad++ is also good if you know how to write code.

    You are better off using a website like wix if you want to create a website and know nothing about coding.

    If you are looking to design static websites, then Dreamweaver is good... Else, it's really simple to design a dybamic website using open source platform such as Wordpress.

    It depend on level of your skills, what is the context and content of your website, what technologies are you going to use. Website can be written in notepad ( I started that way - but it can be awkward to work after while with none coding support what so ever.

    NetBeans, WeBuilder, HTML-Kit can be used... there are tones of them. Each have its pros and cons but without specifics it is hard to recommend you some.

    WordPress is extremely user-friendly and is currently the most popular platform on the internet. It has plenty of support forums and free templates and free plugins. Best of all, it is entirely free to use and open source. I would say it is one of the best options, if not the best.
