Depression or High BP causes Weakness and other problems?

A friend of mine is suffering from the depression, he will be consulting the psychiatrist soon.

However, it happened suddenly. Now, its hard for him to walk, loses his balance when walking and speaks random things. He's getting weak.

All the blood and other reports are fine, and doctors gave an appointment for psychiatrist. The only bad thing is High Blood Pressure..

Please tell me, Depression/Anxiety or High Blood Pressure, can cause such weakness that person is unable to balance his body while walking?
