Solder is made of tin and lead. Since the atomic radii of tin and lead are relatively close to each other (in the ratio 140 to 175 according to the second and third sources below) you'd expect 60/40 solder to be a substitutional alloy.

When one aspect (steel) alloys with yet another by way of substituting the molecules of the other in its interstitial structure you have got a substitution alloy. An interstitial alloy is one the place one detail provides into the opposite by using occupying spaces within the interstitial structure of one other and forming an alloy.
