Should she press charges?

My daughter works in a group home for teenage girls. A couple weeks ago, she was restraining one of the girls who was fighting with another one, when the girl who had one arm free intentionally hit my daughter in the face. Two witnesses attested to that. This is the second time this girl has hit her, and again it was during similar circumstances. Even though my daughter never particularly liked the girl, she really does not want to press charges against her. Her co-workers are pressuring her to do so and the Attorney General office is waiting for her reply. This girl was put in Juvenile hall by a judge before for a couple days to teach her a lesson. Apparently she did not learn it. This girl has a long list of complaints against her already. My daughter feels that the girl did not intend to hit her but did so because she was provoked. She doesn't want to press charges out of revenge. I told her to go with her guts. Please advise as she has to respond to the Assistant Attorney before three today.

Update:

My daughter has worked there for 5 years. This girl like all the other girls in her care are wards of the state, and like most foster kids, she has been abused during her childhood. Sending an abused child to jail is not aways the right solution. Even the director of the home doesn't feel that they should be punished with jail time for every infraction. The staff is trained to deal with those kids. He feels that the home should be able to handle most of the situations. Occasionally something like that happens and the girl has already been punished for it. There are always consequences when they misbehaved, and in house punishments for all their infractions. My daughter is a professional. She deals with those kids every day. She knows that the best interest of the child has to be put first. It's supposed to be a home where the kids are getting the help and treatment that they need. She doesn't want to press charges simply because she doesn't like the girl. She doesn

If she doesnt want to press charges then she doesnt have to...

However since this girl has hit her twice before and has hit other people then exactly how is this girl going to learn that you cant beat up people if no one holds her responsible for her own actions?

Perhaps your daughter should find some other type of work if she isnt going to hold these kids responsible for their own actions when they break the law. Not to mention that by just allowing such actions to go on unpunished puts other kids in danger, perhaps some other kid will be beaten/abused by this girl because your daughter failed to take actions to stop this girls behavior.
