It's called a looper, loop station or phrase sampler - it's basically a recording device where you can add several phrases on top of each other and play it back.
You can play instruments or use a microphone with some of the units, like this one here. Looks like a Boss RC-50, one of the better units out there: http://www.roland.com/products/en/RC-50/
