You realize it costs them money right? They don't want to pay more money. So they fight the cases they can. It's not hard at all, they just don't WANT to.

Companies don't "approve" UI, so no idea what you're talking about. A company can lay off people, fire people with cause, or accept your resignation. In places with UI, they're legally obligated to report some termination of employment when it happens. And they can't lie - if they've fired you or accepted your resignation, they can't say to the government they've laid you off.
